The developing organization, a non-profit corporation, known as The Horse Park Association, was legally established in 1992. This organization serves to manage and provide facilities at the Buckeye Horse Park, which enhances the experience of the equine enthusiast and nature exploration. Most events are open to the public.

The primary objectives are to organize and provide the facilities to support the education, training, meeting rooms, competitive activities, etc. of the various youth and adult horse related organizations in the Youngstown and northeastern Ohio area. This would initially serve over 485 human and equine athletes in the immediate area. The Horse Park will be versatile enough to accommodate a wide range of activities, from novice trail riding to preliminary level eventing and an assortment of western shows.

The Buckeye Horse Park is located on route 224, just three miles west of the center of Canfield, Ohio, in Ellsworth Township. In 1994, The Horse Park Association, Inc. leased 47 acres from Mill Creek MetroParks and established Buckeye Horse Park. The Park is adjacent to the Vickers Nature Preserve and may be leased for at least fifty years. Buckeye Horse Park and The Horse Park Association are NOT supported by Mahoning County tax levies or by the Mill Creek MetroParks. The Horse Park Association is a non-profit organization financially supported by annual membership dues, fundraising, grants, park rental fees, shows, clinics and donations.

The Buckeye Horse Park is based on 3 principles:

• Education: to provide learning opportunities for the novice, advanced and professional horse enthusiast through various opportunities, clinics and other events.
• Competition: to provide competitive opportunities for both amateur and professional riders/handlers, to provide the organization and supervision for all Buckeye Horse Park sponsored shows/events, and to provide recognized competitions for organizations such as Pony Club and 4-H, as well as local district and national equestrian groups and associations.
• Environment and Community Developments: to preserve and upgrade public property and wetlands, to provide scenic grounds and rustic facilities for community use, to promote youth and family related activities and to promote area businesses by bringing out-of-state visitors to the Park for various equine related activities.
